Genesis 1:28 is talking about God's purpose for creating people, right? But remember, this happened before Adam and Eve disobeyed God and ate the fruit. Adam and Eve originally are perfect human, if they didn't eat the fruit, they wouldn't die and their offspring would be perfect too, and perfect people will build a perfect world on the earth. This is the orginal purpose for human.
But after seduced by Snake, Satan, they were sinned and unperfect. Unperfect human still govern the earth nowadays, that's the reason why this world is full of wars, crimes, diseases, and natural disasters.
